Even if we keep our collection development in-house, can we share staff for developing collection development polcies?

Hard enough to do even for geographically proximate partners, as TriCollege experience shows, because of the way subject experts' jobs tie in with reference and instruction services and the role played by faculty in selection. Easier to develop policies about collecting materials that try to reduce unnecessary duplication and talk about roles of partners.
